The observation date describes the period. available_at controls whether a version qualifies at a research date. A later correction cannot appear in an earlier information set. Source-faithful records are immutable; revisions create new versions.

A UTC as_of cutoff selects the information set available by that moment. With no cutoff, there is no availability-time filter within the explicitly pinned dataset version. This does not prove that every later upstream release has been collected. Historical availability is supported only where source and provenance evidence establish it. Selecting a past observation date alone does not prevent hindsight.
